The safety data is gathered from several official sources, including the FBI National Incident-Based Reporting System (NIBRS). The crime and safety score for each city below incorporates a weighted list of offenses based on the severity of the crime. For example, a crime like rape or manslaughter would be rated heavier (more severe) than a less severe petty theft or fraud. The city's population also normalizes the numbers, so the dynamic of crime in a larger city vs. a smaller city is also considered. These raw safety scores are then ranked nationally and by the state to arrive at a ranking for all the cities in the United States organized by states and cities/towns. Determining factors include the number of occurrences of aggravated assault, robbery, burglary, theft/larceny, motor vehicle theft, forcible rape, and murder Safety rankings are then weighted based on the probability of each incident happening to each person. Violent crimes are given more weight in the ranking system and have a more significant effect on the safety rating than non-violent crimes to achieve the most accurate ranking.
